Government Procurement in Ecuador
If you want to do business with the Government, your company needs to be registered with the Contractor Registration database (Registro Unico de Proveedores "RUP").
Contracts with the government are now managed through an online portal system, which details the products and services, including consultory, required by the government and its various agencies.
The portal system is managed by the National Service of Public Contracting (“Servicio Nacional de Contratación Pública (SERCOP)”), an autonomous entity with legal personality which regulates, interprets, controls and advises state and public entities on contractor selection proceedings. The National Service is subject to the control exercised by the General Comptroller of the Republic (“Contraloría General de la República).
Government sales are conducted in an open enviroment where there are many rules to ensure that the process is fair. If you can meet the government's standards for quality, price and service, odds are good you can meet other customers' requirements.
